The Office of Utilities Regulation (OUR) invites applications for the abovementioned position:
The incumbent will provide strategic leadership and technical direction for the regulation of Jamaica’s Electricity, Water and Sewerage sectors. The position is responsible for developing, maintaining, and deploying the organisation’s regulatory and technical competencies to ensure the OUR effectively fulfils its statutory duties in accordance with international best practice.
- Provide strategic oversight and policy direction for the regulation of the electricity, water, and sewerage sectors.
- Lead the formulation and execution of regulatory frameworks, strategies, and policies that drive sector efficiency, sustainability, and consumer protection.
- Direct advanced economic, financial, and engineering analyses to support regulatory decisions.
- Guide the evaluation of mergers, acquisitions, power and water purchase agreements, licence applications and renewals, and other complex transactions.
- Oversee the development and application of technical standards, operational parameters, and governance rules to ensure world-class service delivery by utilities.
- Serve as the chief technical advisor to the OUR on engineering and economic regulation issues within the Electricity, Water and Sewerage sectors.
- Lead, mentor, and inspire a multidisciplinary team of engineers, economists, analysts, and policy professionals.
- Oversee departmental planning, budgeting, and performance management.
- Promote a culture of excellence, accountability, innovation, and continuous improvement.
- Support and advance the OUR’s Quality Management System (QMS).
Minimum Requirements include:
- Master’s degree in Economics, Finance, Business, or Engineering.
- Certification in Project Management.
- At least ten (10) years’ senior-level experience conducting high-level technical, financial, or operational assessments within a regulatory agency, utility company, or similar environment.
- Full knowledge of modelling techniques and requisite software.
- Track record of successfully leading financial and operational audits, especially within a regulatory agency, utility company or in other similar environments.
