In its Determination Notice of April, 2008 on the “National Water Commission Review of Rates” the OUR included a provision for the K-Factor ( a variable on the National Water Commission’s (NWC) approved tariff to fund a specific progamme of activities). The Determination defined the purpose for which the K-Factor account was established, the methodology and rate of collection and ts modus operandi. It also sets out procedures regarding the withdrawals of K-Factor collections as well as the applicable reporting requirements.
