The Office of Utilities Regulation (OUR) invites applications from suitably qualified individuals to fill the position of Accountant.
We are seeking a highly skilled and qualified accountant who is motivated, deadline and detail-oriented, and is a team player, to provide timely and relevant financial information to management by researching, compiling, and analyzing accounting data to produce financial statements and analyses. As an integral and senior member of our Finance team, under the general direction of the Financial Controller, the Accountant will assist in the supervision of the finance department’s staff and will be responsible for assisting with the annual budget preparation and review, administration matters, and the implementation of accounting policies and procedures of the entity.
- Preparing monthly and quarterly financial statements and departmental analyses;
- Preparing monthly, quarterly, and annual management discussion and analyses comprising variance reports, tables, and graphical representations of actual versus budgeted expenses;
- Preparing and reviewing monthly and year-end journal entries;
- Preparing monthly and year-end accounting and audit schedules in support of the financial statements;
- Preparing and reviewing general ledger reconciliations and analyses;
- Managing the preparation of the payroll, and monthly and annual statutory returns;
- Maintaining the payroll database and register;
- Processing online banking activities;
- Ensuring compliance with statutory responsibilities;
- Reviewing reimbursement requests;
- Monitoring project financing;
- Monitoring pension fund, group life and health insurance activities;
- Monitoring and collection of staff loan repayments, and other receivables;
- Liasing with Internal and external auditors;
- Providing input into the department’s operational and strategic plans and objectives;
- Analysing fixed income investment activities.
- BSc. Degree in Accounts/Finance or ACCA Level II;
- Minimum of three (3) years working experience in accounting;
- Knowledge of International Financial Reporting Standards (IFRS);
- Expert knowledge of the preparation of budgets and financial statements;
- Expert knowledge of SAGE 300 (Accpac);
- Proficiency with other computer applications including Microsoft Word and Excel;
- Understanding of the Government of Jamaica’s procurement guidelines, the PBMA Act, the OUR Act and the FAA Act;
- Accuracy and attention to details;
- Excellent interpersonal skills and capacity to work effectively within a team.
Skills:
- High level of confidentiality and professionalism;
- Ability to communicate clearly and concisely, both orally and in writing;
- Knowledge of MyHR+ and audit firm working experience are considered to be assets.
