Media Release – OUR to Relaunch Jamaica Internet Exchange Point

(Kingston, Jamaica; 2026 April 13): The Office of Utilities Regulation (OUR) will relaunch the Jamaica Internet Exchange Point (JAIXP) as part of efforts to improve the efficiency, reliability, and resilience of Jamaica’s internet infrastructure.

To support this initiative, the OUR has partnered with the Caribbean Network Operators Group (CaribNOG) to host the 31st CaribNOG Forum 2026 April 14–16 at the Jamaica Pegasus Hotel. The forum will bring together regional and international technical experts to discuss the role of Internet Exchange Points (IXPs), share lessons from across the Caribbean, and explore opportunities to strengthen local interconnection. The relaunch of the JAIXP is intended to support a stronger and more reliable digital environment for Jamaica.

“The relaunch of the JAIXP is a critical step in strengthening Jamaica’s digital ecosystem. By keeping local internet traffic local, JAIXP enhances network resilience, enables faster connectivity, and reduces costs. This creates a more secure and efficient internet experience for government, businesses, and citizens,” stated Deputy Director-General Evona Channer.

A modernised JAIXP can deliver benefits across several sectors, including financial services, by improving the performance and reliability of online banking and digital payments; creative industries, through more efficient distribution of digital content; and cybersecurity, by improving visibility of local data flows and strengthening coordination in responding to cyber threats.

The CaribNOG Forum will comprise a mix of local and international speakers drawn from government, the private sector, and academia. These include the Honourable Daryl Vaz, Minister of Energy, Transport and Telecommunications; Ansord Hewitt, Director-General of the Office of Utilities Regulation; Lt. Col. (Ret’d) Godphey Sterling, Director of the Jamaica Cyber Incident Response Team (Ja-CIRT); Dr. Maria Myers Hamilton, Managing Director of the Spectrum Management Authority; Giovanni King, Chief Executive Officer of Blue Nap Americas; Trevor Forrest, Senior Advisor Senior Advisor to the Minister without Portfolio for Science, Technology & Special Projects and Bevill Wooding, CaribNOG Co-founder and Director of Caribbean Affairs at ARIN.

Day one of the forum focuses on the theme, “The Foundation – Building the Digital Core”. Proceedings begin with an opening ceremony at 9:00 a.m., followed by a keynote address from Mr. Giovanni King, CEO of BlueNap of the Americas and Chairman of the Caribbean Data Centre Association.

Additional presentations will be delivered by:

  1. Mark Costas, Chief Technology Officer at the American Registry of Internet Numbers (ARIN)
  2. Albert Daniel of the Internet Corporation of Assigned Names and Numbers (ICANN); and Alejandro Acosta of LACNIC.

The programme also includes a Women in CaribNOG segment featuring Dr. Maria Myers Hamilton, a CaribNOG NextGen session targeting students from tertiary-level institutions, and a cybersecurity sensitisation session which targets small Internet Service Providers.

On the second day, themed “SHIELD: Engineering for Stability and Safety”, will centre on the relaunch of the Jamaica Internet Exchange Point. Data Protection — Privacy Notice for Information Request
This privacy notice tells you how the Office of Utilities Regulation (OUR) collects and uses the personal data of individuals who will participate in our Satisfaction Survey for Major Service Providers.

What Types of personal data are we collecting?

  • Names
  • Job Titles
  • Work contact number
  • Work email address

 

What is the legal basis for asking for this information?
The legal basis for collecting personal data is legitimate interests.  The OUR is requesting information based on its legitimate interest in conducting this survey, which necessitates obtaining personal data. The legitimate interest, in this case, relates to fulfilling the project's purpose.

Why are we asking for this information?
The OUR believes it is important to assess the views of various participants in the electricity, telecommunications, and water and sewerage sectors it regulates, particularly the major service providers: Jamaica Public Service Company Limited, the National Water Commission, FLOW, and Digicel Jamaica Limited. Through this research, the OUR aims to evaluate these major service providers' knowledge, attitudes, and perceptions specifically regarding:

  • the roles and functions of the OUR.
  • the service providers' knowledge and perception of the OUR and
  • the extent to which the service providers believe the OUR is performing satisfactorily and executing its mandate efficiently.

The OUR intends to utilize the research findings to review its processes and procedures related to these major service providers.

 

What will we do with personal data?

The data will be used to contact participants to provide opportunities to collect qualitative and quantitative data for analysis. The information will be kept on a secured server, where it will be stored in accordance with the Data Protection Act, 2020 for four (4) years.

 

How will we protect personal data and how long will it be stored?

We have implemented appropriate technical and organizational measures to ensure that we keep personal data safe and comply with data protection laws. The information will be stored on a physically secured server, accessible only to authorized personnel. The OUR has implemented several controls to protect the data, including password protection, multi-factor authentication, firewalls, anti-virus software, VPNs, and Data Encryption.

The personal data will be stored for four (4) years, after which it will be disposed of in accordance with the OUR Business Classification Scheme and Records Retention and Disposition Authority.

 

Who will utilize the personal data?

The data will be collected by a third-party consultant who will be conducting the survey.

 

What are the rights of data subjects?

Participants can change their minds or withdraw their consent to use their personal data at any time.

 

Participants have the right to ask us to delete their personal data. To do this, they can send an email to dpo@our.org.im. They also have the right to ask us to update and rectify the personal data that we hold about them.
