Dynamic Environmental Management Limited (DEML) made an application to the Office of Utilities Regulation (OUR/Office) on June 2, 2011 requesting a rate determination for four (4) housing developments to which the company provides water and sewerage services (“DEML’s 1st tariff submission”). On August 12, 2011, DEML also requested the Office’s consideration for the granting of a universal rate to be applicable across the four (4) developments (DEML’s 2nd tariff submission”). The two applications collectively are hereinafter referred to as “DEML’s tariff submissions”.
