20th Annual Regional Utility Regulators Conference Kicks off in Jamaica
(Kingston, Jamaica; 2026 April 24): Jamaica is set to host top regional utility regulators, utility providers, industry experts, among others, at the 20th Organisation of Caribbean Utility Regulators (OOCUR) Annual Conference from April 27 to May 1, 2026, at the Ocean Coral Spring and Ocean Eden Bay Resorts in Falmouth, Trelawny.
The Office of Utilities Regulation (OUR), which currently chairs OOCUR, is spearheading the planning of activities which will bring together participants from across the Caribbean and North America. The OOCUR Conference was last held in Jamaica in 2016.
This year’s conference is themed, “Navigating Caribbean Regulatory Challenges: Opportunities, Innovations and Collaborations.”
The programme will include discussions on climate resilience, digital transformation, and innovation in utility regulation, renewable energy integration, distributed energy resources, public-private partnerships and financing mechanisms, telecommunications regulation, 5G readiness and cybersecurity. Other topics such as AI and digital technology, water and sanitation regulation, sustainable water security, and regional dialogue on the status of energy regulation in the Caribbean, are on the agenda.
Guest speakers include Minister for Finance and Economic Development, Education and Training in the Cayman Islands, Hon. Rolston Anglin; Kevin Ramnarine, Former Energy Minister, Trinidad and Tobago; David Morton, Chair of the International Confederation of Energy Regulators is the USA; Steve Dixon, Chief Technical Director (Energy) in the Ministry of Energy, Transport, and Telecommunications, and Professor Alvin Wint, former OUR Chairman.
