Office of Utilities Regulation invites suitably qualified persons to fill the position below –
Key Job Responsibilities
- Lead the planning, development, execution and monitoring of the annual Procurement Plan and procurement portfolio.
- Manage complex procurement projects involving goods, services, information technology solutions, works and other specialised services.
- Direct the end-to-end procurement process including procurement planning, tender preparation, bid evaluation, contract award and contract administration.
- Develop, review and implement procurement policies, procedures and internal controls.
- Lead procurement compliance reviews and coordinate responses to internal and external audits.
- Oversee supplier performance, contract management and procurement risk management to ensure value for money and timely project delivery.
- Lead, mentor and develop a high-performing procurement team while promoting a culture of integrity, accountability and continuous improvement.
• Build and maintain productive relationships with Ministries, regulatory bodies, funding agencies, suppliers and other stakeholders.
Required Education and Competencies
- Bachelor’s Degree in Business Administration, Management Studies, Public Administration, or any related discipline from a recognised tertiary institution.
- Certificate in Public Procurement (UNDP/CIPS Level III or INPRI Level IV).
- Certificate in Project Management.
- Minimum of seven (7) years’ relevant experience, including supervisory or management experience in public procurement.
- Sound knowledge of the Government of Jamaica’s Public Procurement Act, 2015 and the Public Procurement Regulations, 2018 and other applicable guidelines and legislation.
- Demonstrated proficiency in the Government of Jamaica Electronic Procurement (GOJEP) System.
- Sound knowledge of procurement planning, contract management, supplier performance management and project procurement.
- Experience managing complex public sector procurement projects.
- Excellent leadership, strategic thinking, analytical, negotiation and stakeholder management skills.
- Excellent written and verbal communication skills.
- Proficiency in Microsoft Office applications.
