1.  The Office of Utilities Regulation (“OUR”) has committed funds to undertake a consultancy project to obtain expert advice on electricity sector costing for the upcoming Five Year Rate Review for the Jamaica Public Service Company Limited for which this Request for Proposals (“RFP”) is issued.
2. The OUR now invites proposals to provide the following consulting services: Consultancy Services to Conduct Electricity Sector Costing Study. More details on the services are provided in Section 5: Terms of Reference.
3. A firm will be selected under the Quality Cost-Based Selection method described in Volume 3 of the Government of Jamaica Handbook of Public Sector Procurement Procedures (Updated March, 2014) which can be found at the following website – www.mof.gov.jm – as well as the procedures described in this RFP.
